Property Ratings at Flats 130 at Constitution Square
I’m currently living in Flats 130 and have been for about a year. The Good: The area is very convenient and walkable. The staff is generally nice. I have not experienced many maintenance issues, but when I did, the team handled the issues quickly. The Bad: For the past 5 months, I have experienced noise issues. There are loud banging and knocking noises coming from the unit(s) above me nearly every day, all throughout the day. When I first started hearing the noises around September, I thought it may have been maintenance fixing something in the units but the noises persisted for several weeks. I made my first report to the office in October. I’ll spare the details of how poorly it was handled by management at first. And although the Assistant Manager Anthony seemed to communicate a little better than who I spoke with initially, we are now at the end of January and the noise continues. Every single day (even as I type this review). I understand that you may occasionally hear noises from upstairs neighbors but this goes way beyond “occasionally”. I’m awakened by it nearly every day. I work from home and get distracted by the noise during calls. Management has claimed many times to have reached out to upstairs neighbors but still, I hear the noise…. 5 months later. There are 2 months left in my lease and I’ve essentially been told (not literally) that I have to deal with the noise for 2 months and breaking my lease early will result in fees. This is the main reason why I’m only giving 3 stars and likely will not be renewing my lease. My last complaint is the concierge package setup. I’ll say that 80% of the time, the concierge team is cool and not a pain to deal with. But I’ve seen about 10 different people working the desk over the last year and it really just depends on who’s there. I came down to get a package once and was told “I’m busy right now, can you come back later?”. Other times, my packages were delivered and the concierge never checked them in so I was never notified that my package was ready to be picked up. And lastly, you will not be able to get your packages if the concierge happens to be on break or away from the desk for any reason.

These people just want to avoid helping anybody but just take their money. I am appalled at the level of lack of care and unprofessionalism of the management. If you take a look, you will see other reviews that express the same concern over the way they do business.

The management for this building is extremely sleazy and will use every opportunity to fine you for absurd infractions. I was given a $250 ticket for "not displaying my parking hangtag" in the garage. The hangtag does not fit on my rearview mirror, because the handle is too thick, so I leave it on my dashboard. They claim it wasn't visible and wrote me the ticket. Mind you, I pay for parking, the parking garage is gated and requires a card to access it and they have my license plate on record as a paid parking resident. And when I complained, they told me there was nothing they could do. Is that the type of management you want at your home?

Our 3rd party partner monitors our garage and will issue tickets whenever the permits are not visible. Flats 140 is a fantastic apartment building. From the beautiful floor plans to the useful amenities, you constantly get the sense that you are getting your money's worth. Living in the same building as a supermarket and on the same block as the metro make Flats worthwhile, too! Best priced luxury apartment building in NoMa.
Disclaimer: There was a shooting in our building July, 2015--labeled as an isolated incident. Management hired 24/7 building security guards after the shooting. A few weeks prior there was a homicide stabbing on the Metro platform at the base of the building. So needless to say, it's not the safest neighborhood. The building itself is nice, relatively clean, and extremely metro accessible (30 second walk). Building maintenance is top notch: we put in a request and it's usually fixed the next day. Elevators are pretty terrible. in the 140 flats building you can wait upwards of 10 minutes for the elevator. Leasing office is always a pain in the butt. I had to go through 4 garage access cards before they gave me one that worked. I guess they are maybe understaffed since the building has high turn over. Would I recommend this place? Meh, probably not.
The amenities are beautiful in flats 130. However, they focus so much on keeping everything sparkling that they don't really care about their residents. The concierge desk is understaffed (there's never anyone there at night, which is generally when you really need someone because you're locked out), and the management doesn't respond to resident requests. They're so focused on keeping the building pristine so they can lease the apartments, that they don't notice their current residents aren't happy. After the shooting that occurred here, management didn't even bother to attend a tenant's association meeting explaining what was going on in the building. Overall, beautiful building, but management will not care about you.
I have been in flats for about two months and so far I am moderately pleased with my environment. Flats is the perfect place for young professionals or those pursuing further education. Only real issue is the surrounding area. It is very much up and coming and thus there is still a relatively large homeless population/higher crime rate. However, this isn't anything else out of character for a city in general.
The Flats 130 Building is one of the nicer buildings in the NoMa area. The building is conveniently located next to the metro and above Harris Teeter. The architecture and building amenities are top of the line. I would like to see the concierge and security enforce building entry in the near future. Other than that. Great place to live!
You can't beat this building for the price in the city. The building is pretty new and the units are in great condition. Top line amenities including a pool, gym, Zen garden, and grilling areas on the roof and in the courtyard. Plus it's about 50 steps from the Noma/Galludet metro station.
Pros: Great new building and amenities (gym, pool, grills, common spaces, dry cleaning); wonderful location 2 minute walk from NoMa metro stop; excellent building-wide events. Cons: Public spaces sometimes dirty (with pet messes); Harris Teeter in same building has been closed for pest infestation and flooding.
