Cockroaches, no snow removal, no lanscaping

This place has had cockroaches for years. Snow removal? They will only clear the path the door good lucking getting your Civic out of a massive parking lot with a foot of snow on the ground. Nice looking backyards for some, but they will leave all of the fall leaves on it so you can't even enjoy it. The basement which your AC units run through constantly has an inch of water on the ground, good luck not getting sick from mold.
