Beware
It is clear that the management and owner do not care for the tenants' well being. Rodents and cockroaches infest the building traveling through the heating system. Additionally, there are days when the building has brown water. The building has been poorly renovated and not well maintained indicating the owner and management only care about receiving just the rent payment (the continue to raise the rent every year). Think twice before moving in.
