HORRIBLE communication from leasing office. Terribly rude and say everything is your fault somehow or their "system." Flooding, shower and dishwasher problems, internet horrible, and TV is barely usable. I always call and am kind and they always treat me like I am stupid and a waste of time.

My daughters moved into North38 in August of 2021. I was so excited to decorate their rooms with them. As we walked into the apartment our shoes stuck to the floor. The entire apartment was nasty. We had to go to Walmart and buy lots of cleaning supplies so we could move our girls in. Instead of helping them decorate I was on my hands and knees cleaning this nasty apartment! So that wasn't the worst part....2 days later I get a called from my daughter all upset. The person that lived in her room the year prior still had access to her room and had her items and was moving into MY DAUGHTER'S room!!! Why in the world was the key not deactivated?? So here I am an hour away I have moved my two girls into this apartment that was nasty and now there are strangers that have keys their apartment and bedroom. I was LIVID!!! Fast forward 3 years it is time to move out. We get a bill for $47 to clean the carpet. Carpet cleaning and painting is something that should be done at every moved out. I can understand if the carpet was ripped or had holes in it and we needed to pay for it. It was not it was just from them walking in and out of their rooms for 3 years. When they moved in the carpets were not cleaned and neither was the apartment. The common area was nasty, food under the refrigerator and stove, fruit flies in the refrigerator and freezer. I have pictures. I will not recommend North38 to anyone heading to JMU and looking for housing.
The property itself is okay. The front office is a different story. There is a roommate survey that is barely followed for tenants. Some maintenance requests take many times to be completed. When brought to the front either many trips are needed to solve the problem or you are looked at, as if you are incompetent.
This is my second year living at North38 and my sister lived here when she lived in the area a couple years ago. They have drastically changed for the better just within the time I've lived here. First, they changed management companies as well as maintenance companies and they are 10X better. Last year it took them 4 weeks to get to a single request but with the new company it takes less than a week if not a few days. Second, they have also drastically upgraded the apartments. The apartments have new furniture, new tv's, and new flooring which really makes the place look nice. Third, all the staff are super nice and helpful and really care for the residents. They are constantly listening to the residents comments and concerns and actually changing things that are not working. They put on a ton of giveaways and events that the residents actually want to participate in. Lastly, the amenities are amazing and are things I actually use regularly so it is worth the money staying here. I love the car wash, fenced in dog area, pool, whole clubhouse, and community over all. They also improved their wifi and got HD cable boxes.
Horrible, slow, unreliable internet and a maintenance staff that’s much too small to handle all of the service requests.

I lived in North 38 for 2 years while I was in grad school full time. It was a great place to live. Rent included all amenities which was great since I wasn't working full time yet. At times it could get frustrating because it was all student living and parties do happen, but overall I had a great experience.
