Located about five miles from Downtown Portland, Overlook provides residents with plenty of opportunities for outdoor recreation and a small-town atmosphere. Overlook is located along the Willamette River and has several parks for residents to enjoy. Swan Island has a boat launch while Overlook Park has an off-leash dog park, athletic fields, and incredible views of Downtown Portland.
Overlook has a close-knit community and an active neighborhood association, which hosts special events like block parties and garage sales for residents. Overlook’s tight-knit feel can also be seen through the locally owned restaurants, stores, and bars that dot the area. Along with modern additions, locals flock to quirky, long-standing establishments like the Alibi, a landmark Tiki bar known for its large neon sign and karaoke nights.

Property Ratings at Jasper
Not a good place to live. Paper thin walls, constant dog waste in hallways, loud neighbors, not a safe neighborhood. No insulation, hot in summer and cold in winter. So much noise on interstate even with everything closed it sounds like you’re on the street. Disrespectful neighbors, smokers everywhere you go. I regret moving here. Looks nice but it’s just a facade.

Thank you for sharing your feedback. We're sorry to hear that your experience at Jasper hasn’t been a positive one. We understand that concerns about noise and safety are important. When noise issues are reported, we investigate thoroughly and take appropriate steps. We encourage residents to reach out directly when disturbances occur so we can address them promptly. Regarding dog waste, our team regularly monitors and cleans common areas, but we do rely on reports from residents to help us respond quickly. While we haven’t received recent complaints about waste in hallways, we’re always ready to follow up when notified. As for the city noise, being close to major roads does come with some background sound, though many residents find it quite manageable with windows closed. That said, we understand this can vary by unit and personal preference. We’re committed to maintaining a safe, comfortable, and welcoming community. I moved in beginning of year and would not recommend. Extremely loud neighbors, constant smoking of weed and cigarettes on my floor- Im allergic. Package theft outside of your own door, no not by strangers but neighbors. Can hear every step above me and constant noise from neighbors and outside. It never stops. Maintenance guy starts leaf blowing around 8am every morning, super annoying. Trash comes multiple times a week anytime from 2-6am and it will shake the entire building- I’m not even on the trash street side and it’s so loud. It’s very poorly insulated and constructed so cheaply. Had they spent more money on soundproofing it would have made a big difference. Cleaning crew are always nice and happy, smells good in hallways. Dog run is great. They charge common utility split between residents. Also not fair for a person to split same as people of 3 for example in same size unit. Don’t make sense. Elad is always trying to be helpful. I can’t wait to my lease is over. I had high hopes but sadly won’t recommend. Don’t make the same mistake I made, you will likely regret it.

This management company is terrible! I dealt with so many lies from the staff while I lived there. The conditions for pets is also unsafe--my dog had to be hospitalized for poisoning after walking through a cleaning agent they were using in the garage. Staff apologized for it, but denied toxicity. Not to mention that there is dog waste CONSTANTLY in the halls and elevators. I had a leak in my ceiling and they lied about it existing and then did a terrible job fixing it which was really frustrating because I am chronically ill. Management also lied about the state of my apartment when I moved out and charged me a ton for normal wear and tear after telling me it looked great and I wouldn't be charged. They additionally charged me rent and bills for days after I had moved out. For two weeks before I left they stopped taking my calls or answering emails--they immediately turned my bill over to an intermediary where I was unable to dispute the trumped up charges and had to pay or else be turned in to collections. This company represents the worst of what is happening in Portland!

Hi there, thank you for taking the time to let us know about your recent experience. We are disappointed to hear that you are not satisfied with your visit.
Please do not move into this apartment complex (or anywhere owned by fairfield!!) We were among the first to move into the complex in Nov 2020. When we moved in, we discovered the water was turning the tub blue, and it was lukewarm. We submitted a request and heard nothing. We then contacted the landlord who sent a guy up to tell us that he wouldn't raise the water temp because it would cause the boilers to be replaced sooner. I informed the landlord that the water temp was reading well below the portland city ordinance. Shortly after the water got hotter. In March 2022, we notice our rent is $150 more than usual. They can’t raise rent without giving you at least 90 days notice so we ask our landlord who says the notice was sent back in Oct 2021 via mail, a our door, and the online portal. I ask for proof that it was sent - she has none. She looks at the online portal with me, and the letter isn’t there. She comes back a few minutes later and says she found it on there. She looks at my phone again, and it’s still not there. She refreshes the page and it magically appears. Luckily, I had taken a screenshot of the page earlier and I show her that it wasn’t there. She clearly added it after our initial conversation and lied about it. I ask for her supervisor’s information and she refuses to give it to us. She later calls and gives us an offer of $100 a month increase but refuses to budge on the 90 day notice. We counter offer and she eventually gives us a new notice which renews the 90 days so we start looking for a new apartment. We send our intent to vacate via email and we are ignored, and a follow up email which is also ignored. We ask again in May because our rent has not been prorated for the month. She gives us a number and says she will update it. Days go by and it’s not updated so we go back and make her do it in front of us. We move out May 15. It is now May 25 and I get an email from a debt collector, trying to collect $50 from me. Absolutely no description of what the charge is for, and I imagine that is in addition to the security deposit that they will likely not be refunding us. We were never told of an additional charge and there was no damage. We spent hours cleaning after we moved out so that we would not be charged extra. If I can tell you anything from this, please do not live here. We moved into an apartment downtown for the same price we were previously paying and the management is 100x better. Please stay away from this place.
The people are great. Complex is nice. But when it comes to being a person with disabilities it’s not great. People don’t know we’re the accommodation for is. They delayed my move in do to this. Takes a big effort to get a hold of someone and get a reply.
