Cheaply made and expensive
A non smoking building where people still smoke. Cheaply made apartments with no insulation between units.

Paper thin walls, broken appliances and unresponsive management
For the high rent one expects an efficient management team and well working apartment. This building has the highest priced apartments and yet appliances continuously break and management is unresponsive. Noisy neighbors - and It is supposed to be a no smoking building yet people do smoke with no recourse.
