Abundant trees, close proximity to downtown Salem, and good schools draw residents to South Central. Coffee shops, natural food stores, and the great outdoors can be easily accessed from this convenient area. The area sits directly south of Salem, bounded by the Willamette River to the east. It contains several parks, and lies adjacent to Minto-Brown Island park, an extensive wildlife delta area in the Willamette river.

Property Ratings at #375 WILLAMETTE TERRACE
Lived in a corner one-bedroom, 3rd floor for 5 years. Pros: Manager and maintenance were very responsive; good location near downtown Salem, walking distance to restaurants, state offices, hospital, Willamette University, and bus line; relatively low rent; quiet at night. Double pane windows. Onsite laundry with plenty of newer washers and dryers and a keypad lock. Pool (I never used) looked clean and well-maintained. Cons: Older, wooden structure with poor insulation—difficult to keep my unit warm in winter and cool in summer. Functional, older stove but really needed to be replaced. Walkways and outside walls not kept clean. Parking lot often full by late evening (unreserved parking). Garbage dumpsters out in the open, not hidden from view, and were subject to scavenging by non-residents. Security deposit refund allegedly timely mailed, I have not received a month later...EMC (property management company) main office unresponsive to my phone calls.
Ive got a 600$ utility bill because noone would fix mh hot water heater. Waited 8 months for the ceiling to be put in after neighbors upstairs overflowed into mine. Theres no way to get emergency help in case of lock outs and the pl eople here are ok, some a bit rough. Wish i could move. Got chsrged late fees after explianing i needed to pay utilities. They pretent to be nice but all they want is$. Once you move in they wont fix a thing as nd ask 35$ an hour for any services rendered if they think you have money. I bought all the tools to just fix thongs myself. Moved in to pieced together carpets. Not a good place.
Don't let the pepsi machine and the dirty swimming pool fool you, Willamette Terrace Apartments are the worst. Inside the red and brown sided triple tiered apartment complex, a variety of problems await. While the all too absent management is aware of many of the problems, you're not likely to see her, instead you can read the notes on her door explaining her where-about: out on grounds; went to the bank. Several leaks in the kitchen and bathroom have produced mold, and one fun-loving mushroom who accompanies us whenever we shower. As well, the celling is brown from where the propable poo water drips and lands in our sink; This is not too much of a problem, however, because the sink itself has a broken pipe which has forced us to turn off the water. Management was alerted of these problems on a Thursday. The emergency number for maintenace was called on a Saturday when the leaking got worse. We were informed that he was working on four other leaks and would take a look, four hours later, but would probably not be able to do anything until Tuesday. A little angry, as poo water dripping on to your head will sometimes do, I sent two emails to the management company. One email was written about the lack of maintenance, and the next one when our mushroom buddy appeared. The noise and partying at all hours during the week, I will mention, but cannot complain about because I've not notified management yet. Today is Saturday, the following week, and nothing has been done. We are currently looking at other apartments.
This complex is close to shopping, restaurants, and the bus line. Spacious apartments with lots of room. Pool with lounge chairs and tables.
These are affordable apartments in a decent part of town.
