In the Appalachian highlands at the head of the Georgia Creek Valley, Frostburg is a college town filled with culture and history. The city is home to Frostburg State University. Frostburg is known for its strong arts scene and houses one of Maryland’s 28 Arts & Entertainment Districts. Painters, sculptors, and other media artists can display their work in businesses throughout the city. FSU is a very active part of the Arts & Entertainment District hosting a variety of events throughout the year. Buy a ticket to the annual Appalachian Festival, a three day event featuring a film festival and live musical performances highlighting regional genres on FSU’s campus.
Along with being a hub of creativity, Frostburg is filled with history. There are several places in the city listed on the National Register of Historic Places.

Property Ratings at University Park Apartments
I really love everything about my place except there is quite a few centipedes and my shower water pressure isn’t great. Otherwise I love it and it’s awesome
Quiet property, clean and spacious apartments. I live in a 1 bed/1 bath and it is more than enough space for me. Utilities are up to date and parking is directly in front of my unit.
Apartment itself is nice. They do fix your Apartment pretty quick if you have concern about something. Quick response time. The walls are pretty thin so you can hear neighbors sometimes otherwise decent apartments.
Rent is too high for a place where there’s no heating or air conditioning. The floors are horrible, my window doesn’t lock, and the counter is broken. The space is so small and cramped. The rent is decreased for those who sign a lease mid winter, but yet I pay full price for the same apartment.
Our experience with University Park Apartments in Frostburg has been mostly positive so far. Very respectful neighbors and we love that it is walking distance to the university.
The large 2 bedroom apartment is perfect for my partner and I! It has been a little warm so far during the summer months, but I’m excited for this insulation once winter hits! Maintenance is usually responsive, things have been fixed within the day! There was about a month while the hot water heater for our building was getting fixed where we had no hot water, but other than that things have been great!
The amenities are great and the maintenance group is awesome. Anything I’ve needed help fixing they’ve been able to do for me. The apartment itself is in good shape and was that way upon move in.
After living here for a year I’ve experienced a lot of good and bad. When I first moved in my roommate and I had loud neighbors on both our left and right side. They partied during the week, blasting music & screaming/yelling. The other side liked yelling & playing videos games way into the night/early morning every single day. They also loved leaving their filthy trash outside their unit right in front of the stairs. Animals got into their trash a lot so it was spread all over the floor leading to the stairs. There were complaints from downstairs units but nothing changed until the staff became strict about policies. Once the staff became more involved you could notice a change from the disturbing units. Now the staff are making changes to the building and fixing amenities so we’ll see how this year goes. We still have a lot of stuff that needs fixing in our unit but maintenance is slow because they only have one person doing it. They need to hire another person to help him out.
pet friendly and decent rates for the location. management is hard to contact however, with no emergency options if you get locked out. You're on your own
When I first started living here everything was fine. Eventually, people started being really loud and inconsiderate of other neighbors. My neighbors are always loud and are constantly yelling all through the night and early morning. Even with the warning from the leasing office, they still act inconsiderate. They always leave their trash bags and miscellaneous items right outside their door, and they live on the corner so I have to walk through/past their smelly trash all the time to get downstairs. There are other units who leave their trash outside their door too. The small dog area had to be closed off because pet owners were being inconsiderate and not cleaning up after their pets. This apartment’s biggest problem is the inconsideration and lack of cleanliness from the people living here.
