Property Ratings at The Quarters at Park View
It seems nice on the surface, but save yourself the trouble and don't move in... there are various better options in the Portsmouth area. Pros: - Front office staff is friendly - We got a great move in deal Cons: - The building smells like cigarette smoke (it even comes through the bathroom vent) - The hallway carpets are always dirty - The elevator is always dirty - The AC is garbage (craps out when you need it) - It takes maintence multiple visits to fix something, because they spend the first two visits trying to convince you that "it's not really broken" - You're only allowed a single parking decal... so if you have 2 vehicles, you'll need to purchase a garage for an additional $160
Management is not kind, they pick at everything they can and will constantly find things wrong with something you are doing. Have had our cars towed multiple times but will not give you another choice to pay for an extra parking spot. This place may be for you if you don’t have dogs, and if you only have one car in the household. Cars are getting broke into and they force you to park outside of the complex if you don’t have a parking pass. A family member was over for dinner and their car got towed. My car has been broken into, even parked inside the complex. People walk right through the gates to check out all the cars, and management doesn’t care. I don’t recommend this place. Constantly smells like weed in the hallways. You can hear all the cars, people talking in the parking lot, and more.

We are sorry to hear of your concerns. We recently worked with the city to get funds to provide a gate around the Community to protect our resident's cars. We also added some additional lighting as well. We are working on giving residents a second pass as well. Thank you for your comments. We appreciate your feedback.
I stayed here at The Quarters @ Parkview from Feb. 2016 to Dec.2016. We moved early due to military orders. But our stay here was great. Location was great; close to the tunnels and the Naval Hospital. I never had any issues. They changed management personnel once during the time but they were still great and accommodating. Brian, one of the maintenance personnel, is nice and friendly. Whenever I had any issues with the apartment, maintenance was there either the same day or the following. All issues were always taken care of in a timely manner. We stayed on the first level and never had any noise issues. Never had any parking issues or any “break-in” issues. They have people come clean the hallways in the building every week. I would highly recommend.

The staff are very friendly and host many social events. As far as location goes, I have walked to downtown restaurants multiple times, once even to celebrate a snow day. The apartment itself is very new and clean however I can see signs of rushed construction in the closets and behind doors. The paint on the walls shows every hand print and scuff from brushing by. The floors and ceilings are very thin which was surprising to me since the building is so new. I can hear TVs, loud talking, and heavy foot steps. Sometimes the resident upstairs can get all my glassware rattling with one lap around the apartment. The parking is very limited however the street behind the apartment buildings is available for guests and roommates. The controlled building access is very nice for the extra security and the property always looks clean.

The apartment complex has recently opened in the past year, so my apartment is brand new. The floor plan is open with high ceilings, making it seem bigger on the inside. All apartments come with an outdoor patio or deck. The clubhouse is open to residents all day and night, offering essentially a twenty-four hour gym. The complex itself is quiet; however the buildings are built with wooden frames, so you can hear the people above you walking, but nothing else. Very pet friendly with a little dog yard, and a small, well kept pool by the clubhouse. The parking lot fills up fast, however residents are able to park onot adjoining roads. The staff are extremely friendly and helpful. Maintenence is done quickly and efficiently; often the maintenance staff will let us know ahead of time when they are coming in to do a routine inspection. The apartments are very secure and well-lit at night.
