Collecting rent application fees only

Apartment was available and ready, wasn't allowed to do application in person because Lisa was in a hurry for another appointment so we filled application online and submitted all necessary documents and submitted $20 application fee to just get ignored. Slimy way to make money while people are looking for a place to live.
