Growing up in Whitehall felt very safe. It is a very small community with its own politics and societal expectations. Since moving away from this area, I would have no desire to come back because it is very disconnected from the rest of Pittsburgh. There is no life in Whitehall other than housing. Neighbors are very friendly and will expect you to smile and wave. The area is becoming more diverse through time, but not much.
