I've lived there for 2 years, but speaking to a few of the tenants the last two owners before the new owner took over could care less about what condition the buildings were in from long time leaking roof to not reconditioning the units before someone moved in after promising they would, etc; the new owners, Red Rose Properties, has put a new roof on the back building almost immediately after acquiring it. As the units come up for rent the new owners are going through them and restoring them with wood looking vinyl floor that made my unit look spectacular for a rental, new carpets in the bedrooms, fresh paint and new refrigerator. The new owners are trying their best to slowly restore the buildings but this will take time as there is a substantial expense that must be made after at least 12 years of neglect from the prior 2 owners, there are still about 4 units that need to be restored but those tenants have lived there prior to the new owners taking over. Too bad the previous owners didn't know what they had and took care of the place because Leo is a very safe place to live, my children went to school at the Leo High school which is right across the street and that school is better than any school in Fort Wayne! I gave the Leo Apartments a 4 star due the location and to the new owners desire to improve the place, and for the work they've already done, but there is still a lot to be done; prior to them taking over I would have gave it 2 star rating because of the relatively poor conditions of the units. These apartments rent out fast, and the new owner I think has the rents a tad too low from what I've found at other places, but I didn't complain!! I spoke to the owners many times and they are very nice people, not millionaires that can pour money instantly into a place, just working class people like me, but some of the plans he talked to me about doing would put that property up to the level of expectations one would expect of living in Leo.
