Property Ratings at Bell Annapolis on West
I love this place! The move in process was the best experience I’ve ever had! The staff was so so friendly and caring. Kimberly S. Made the entire process personal and truly cares for the residents. I am so happy to be HOME!
This is by a wide margin the worst place I have ever rented. I've never seen such a money-grubbing awful company. Rather than just launch into a tirade, I'll tell you the facts and let them speak for themselves: 1. The second my lease was up, they raised my initially reasonable rent by 20%. When I complained, they "very generously" lowered the increase to 15%. Gee, thanks guys. 2. They recently implemented towing policies in their empty parking garage for the sole purpose of getting a kickback from the towing company they use. After I asked where overnight visitors could park, I told my friend to park in the lot they specified. They towed him anyway and I had to pay $364 to get his car out of the lot. When I asked them to reimburse me because they told me that was where visitors should park, the woman in the leasing office basically told me to go pound sand. They have essentially made a side business out of towing their residents' cars from an empty lot that has no need for towing. It is basically impossible to have anyone visit overnight here. 4. They "forgot" that I had set up online bill pay from my checking account TWICE, then charged me a late fee for not paying my rent for three days, at which point they put a notice on my door and told me I had to pay a 5% late fee and a 3% credit card fee, which was the first I heard about it. I'm sure they forgot on purpose. 5. I was locked out of my house one night because my key would no longer turn the lock. After an hour of finagling I finally got in. I complained about this vociferously, they did nothing about it. I was eventually forced to go buy my own lock that worked because their maintenance people didn't care. 6. My dishwasher fell out of the counter. My toilet is broken and is full of black mold. My microwave is broken. Both of my exterior doors do not reliably shut. 7. The first month they tried to charge me ~$100 for electricity, which is ridiculous because I had the utilities put in my name on the very first day of my lease. After I showed them the bill from the electric company they finally waived that, but it took weeks. Rent somewhere else. This place sucks and if you live here I guarantee you will regret it. And if you do... just remember to tack on about $450 to the rent price they quote you... $50 for parking, $100 for water and gas, and $100 for all the fees they will make up out of thin air every month. And $200 because they towed your car.

Place sucks. Can't call the main office to speak with someone, literally, can't call and speak to someone in the office. Washers/Dryers in the units are European and take roughly 4 hours to do one load. Maintenance staff is so lazy. they don't like to replace broken things, just repair them. (Meaning you have to keep getting the same stuff fixed monthly) Place is overpriced and parking sucks. Don't live here. All the reviews on this page were provided by the staff in the main office. I legit live in this horrid complex.

DO NOT MOVE HERE. The problems with this building and management are never ending. First and foremost they have a huge mice and cockroach infestation. They have pest control come twice a month but instead of fixing the issues of where the mice are coming in they just do easy solutions and bandaid the problems. one of their responses to our infestation was " No where in your lease did it ever say that you wouldn't have mice". All of their appliances are cheap as well. The dishwashers do not work. You have to run the dryer 3 times to get your clothes dry and the drawers don't properly close. It looks nice from the outside but I guarantee that this place is more of a headache then an enjoyable place to live. Management was so unhelpful that the residents had to start our own tenants union.
I have lived in the property for just about four months now. A few months ago the ownership changed. It was clear that previous ownership/management had decided to sell a while ago and was not investing in the property at all. Amenities were getting run down, maintenance was very far behind because they weren't hiring new employees to replace ones who had left. The property was in a general state of disrepair. I was excited when the building was sold and new management was promising renovations, maintenance within 48 hours, and regular responses to concerns. Unfortunately they have lived up to none of these promises. Maintenance continues to deteriorate. Many residents are now reporting mice or cockroach infestations on the tenant Facebook group and management is slow to investigate or attempt to resolve. The first of their "improvements" to the property involved changing parking stickers and increasing the parking cost for all future tenants. The second was to"improve" package acceptance by creating a locker system that residents have to pay to use and incur a late fee if packages aren't immediately picked up. The third is to dramatically increase rent. None of the promises of the new management have been followed through on. Maintenance requests can still take a week or longer to be addressed, the office staff is getting frustrated with constant complaints from residents and is becoming rude and short about issues. Overall the property is in decline while management seems to be attempting to milk more profit out of it. But they are doing it in the wrong order, they need to make improvements before the price increases, not increase prices to fund improvements that won't be realized for a year or more.

I've lived here since Feb 2014. Nothing is as it appears with the amenities. The billiard table is the worse. The pool sticks need to be replaced. The flat screen on the wall is for show, I'm told it hasn't worked in over 4 years. The TV room has mice running through. Only the cable works, don't bring your own DVD's to play. Nothing is connected in the TV room. The office acts like it's a new problem but other residents say it's an ongoing problem. Good news, some of the exercise equipment finally was replaced. Some machines still make a lot of noise when being used, but people put up with it. Ironically, the first day of the pool being open, it's was packed with people celebrating. The issue was out of the 5 barbeque grills to be used....1 1/2 worked. SOOOO FRUSTRATING!!!! There was a line to barbeque food, SMH. The hallways are dirty, and the elevators are always broken, SMH. SO you've been for warned...good luck!
