Property Ratings at 520 Elm St
I lived at 520 Elm Street for a number of years. The previous owners/managers were very nice people, personable, responsive and friendly, though the new owners (who call themselves 'Management') are impersonal and transactional, and they do not keep anyone on-premise (despite there being a legal obligation to do so for a building this size). The location is nice, close to downtown and Caltrain, though the street itself is a bit sketchy. The biggest problem I have with the place is that the sound insulation (particularly vs. upstairs or downstairs) is virtually non-existent. You can look forward to being woken up from your sleep virtually every day either morning and/or night assuming your sleep schedule doesn't perfectly match the person above or below you - all footsteps, wardrobe opens/closes and cupboard opens/closes will be heard in detail. The loud water pump noise is the worst, followed closely by bathroom fan. The new 'management' may not even be aware of how bad it is because the have not proactively interacted with any of the residents. The new apartments with hardwood floors look nice, but again it's superficial as the building itself is devoid of any sound insulation; the hardwood floors surely make things worse still; the high prices are hilarious - they are just not worth the price when you factor in the fundamental building shortcomings - it's a shame buildings like this got planning permission in the first place - the standard is so bad. You might get lucky and have someone above/below you who is is mindful and tries to be be quiet, but don't hold your breath. If they significantly upgraded the sound insulation on every floor, the apartments might be closer to being worth what they are trying to charge.
I lived at 520 Elm Street ("The Palms") for more than 6 years. After moving out, the owners withheld $2,625 of my $3,000 security deposit. They did not provide an itemized statement of their deductions, or the balance of $375, within 21 days as required by law (California Civil Code 1950.5). Furthermore, the deductions, which included a $975 deduction for painting that was based on an unbelievable invoice claiming it took 2 painters more than 5 full days to paint my old apartment at a cost of over $4,600, were highly dubious and, I believed, unlawful as they were for ordinary wear and tear, items that had already exceeded their life expectancy, etc. After I sent the owners a letter demanding the return of my security deposit, they magically produced an "updated" invoice showing an additional $800 in painting expenses and also claimed unspecified additional expenses. I sued the owners of The Palms and was awarded the return of my full security deposit by the court. I am in touch with two other tenants who have also had similar security deposit issues, so I do not believe that my experience was an isolated incident. I cannot in good conscience recommend this complex based on my horrific move-out experience.
