Property Ratings at Washington Manor
Where to start? To begin with, the mold issues mentioned in previous review from YEARS ago still exist. Management is nearly impossible to get a hold of; I never had a single call answered the entire time I lived there. It goes from hold music to telling to you leave a message... back to hold music? The only way I was able to get anything done was by walking over to the management office (which isn't even on site) and hoping it was actually staffed. In the winter, they have gone weeks without plowing the parking lot or sidewalks (something NEEDS to be done in snowy Iowa winters). They let trash pile up for weeks because they apparently didn't pay their trash pickup bill. In the summer, the pool that we pay for is closed for days at a time with no explanation. In conclusion, avoid any and all Elevate Living properties.
I lived at Washington Manor for about 3 years and unfortunately would not recommend it to anyone due to ongoing maintenance issues and problems with mold the last year of living there. The location is great, apartments are fairly large, but maintenance is very unprofessional and would not clean up a mold problem in my apartment. There was mold growing in the bathroom ceiling, vents, and other areas of the apartment. I was having difficulty sleeping and breathing due to these issues, but maintenance did not care or fix the problem. They would only paint over the mold and then a couple weeks later the mold returned. Their maintenance supervisor came out, but he was even less helpful. He said it was just "mildew", even though I had multiple tests done which showed it was mold. It was extremely alarming about the lack of concern for the mold issues in the apartment. Other residents I talked to also had mold and had the same issues with maintenance. Until maintenance can realize the dangers of mold and can fix these issues, I do not recommend this place to anyone.
Management is a joke, you're lucky to go into the office and see the same person you saw last time. Maint has no idea what they are doing, I lost faith after day one when my closet door was broke, the pin at the top was not staying connected to the rail to slide it open. The guy replaced the pin, which was clearly not the issue, as the door had a crack down the side preventing it from holding the tension. If he had just looked at it, it would have been fixed. On top of this, the maint person changes on a regular basis and none of which seem to know what they are doing. I once had my AC go out and it took around a week to fix in the middle of summer. The appliance are so old they hardly work, my dishwasher really didn't clean dishes, most of the time they made them worse. You would have to mess with the button on the dryer on a regular basis to get it to turn on. Lets not even talk about the stove, unless you like unevenly cooked foods. Also they do not follow code as in my last year there they did not check my fire detectors once. The kicker though, is when I moved out, they magically found a way to charge things to the exact amount my refundable deposit would. I supposedly had to "heavy stains" on the carpet, which I couldn't find for the life of me, and on top of that I paid a $500 pet deposit, which was meant to be used for cleaning the carpets as they are legally required to with pet dander! Also charged me for that closet door I spoke of earlier. DO NOT LIVE HERE.

The management staff at this apartment are rude, uncaring and disrespectful. They do not maintain the posted office hours, you make a appointment with them and then arrive at the scheduled time only to be told they are to busy and you have to reschedule. There are a lot of amenities but you pay for them with all the fees they charge. There is a water fee ($30) and an eco free (Trash $45). 2014 summer the pool was closed for maintenance the entire summer. The biggest issue is the staff and how the apartments are maintained. The buildings are old and they do not seem to be making any upgrades, considering what they charge you are better off somewhere else.
Terrible management. Elevate properties took this place over and it has gone down hill. Rude and unprofessional front office staff. Once threaten to remove garbage disposals for building because "wasting maintenance time and costing too much." They found out though through lawyers you couldn't remove those and still advertise that you offered it. Rentextremely high for what they offer and the buildings are very old. They charge a 30 at water fee, and then a 45 dollar "Eco fee" for trash. My advice: get rid of office staff including inept regional manager and desire or whatever the name is. Also improve parking and unless you make major upgrades quit charging so much for rent and other incessa
