Terrible management

So I applied to this place and for some reason they have an onsight manager who is not helpful. Then their is this mystery owner who you can never get hold of and won't call you back. I paid for the background check and they cashed that immidiatly however giving you a response is like contacting the us president impossible. I have made numerous attempts and have all the requirements to pay yet neglecting the easiest part to contact a future Tennant seems to show me the lack of care.
