Property Ratings at Charter Oaks Apartments
Based on my personal experience, I strongly advise prospective tenants to avoid these apartments. The management is extremely unresponsive and difficult to work with, making it nearly impossible to schedule maintenance or receive timely assistance. The issues appear to originate at the top of the management hierarchy, beginning with Brenda and extending down to Comfort, resulting in a consistently poor level of service. Furthermore, parking conditions are highly inconvenient and pose an ongoing challenge for residents. Living in this complex has been a deeply frustrating experience, and I would not recommend it to anyone. Prospective renters would do well to consider alternative housing options.
Tons of crime, graffiti, horrible management, inept maintenance workers. The on-site manager is one of the rudest people I've ever met. DO NOT LIVE HERE.
Loudest complex, from bad neighbors who don’t care about anyone else but themselves(loud music and slamming noises) street racing and loud mufflers all day and night up and down the street. Management cannot even enforce their own lease terms. Seems all they care about is spaces being filled. I promise you there are so much better apartments. I’ve never been so happy to move out in the next week. Save yourself
for luxury apartments you won't get a second of quiet. you probably won't get any of the amenities you want and you'll have to pay for the rest. you will literally never get to rest and relax in your own home here. the "landscaped yard" is a joke, just multiple leaf blowings and noise 3x a week for a square foot of dead grass.
Great place if you like the stench of Marijuana in your apartment ,I have asthma and tested positive for Marijuana. SMOKE FREE ENVIROMENT FUNNY Management does absolutely nothing. I bought a air purifier and multiple air fresheners does not help...Fun.. Amazing they have asked me to police my neighbors.. Lease can not be up fast enough. And i guess watering the sidewalks is ok in this part of Ca very strange every morning. Neighbors leave there trash in front of there doors disgusting. I will say great view but my health is more important. Unable to sleep here so i am paying a lot of my pocket on hotels, or stay with friends.....Sad as a non smoker i have zero rights...
I'm a long-time resident of Charter Oaks, having moved here from the San Fernando Valley several years ago. I enjoy the peaceful atmosphere, proximity to shopping and restaurants, and kindness and expediency the office manager and staff provide. I highly recommend this apartment!

Walls leaking when raining, laundry room on fire, I got mold in the wall and they just painted over it, the cracks and the smell never went away! In addition, the walls are so thin you can hear neighbors talking softly. I lived on the second floor and just walking made the whole building shakes. Also, the property manager is never to be found and never responds to email or calls. Of course they raised the rent $200 after my 12 month lease ran out. Don’t bother with this dirty place, they ran it into the ground!

I love staying here , maintence is very fast in things never have to wait to long also this is an peaceful neighborhood! Doesn’t have roaches like my last apartment either lol , charter oaks always have food and events etc for their residents great complex !

The staff is amazing and the units are clean and spacious. The community is quiet and the landscape is beautiful. The Rent is reasonable and I am in walking distance of absolutely everything!
I've been living at Charter Oaks for over 10 years now. Pros- Low Rent. Nice Location near malls, freeway and parks. Maintenance does a good job outside and taking care of issues inside apartment. Cons- Can be noisy. I have lost several evenings of sleep due to young adults who like to park behind the apartments and party, play their music loud and who knows what else. Note, this is only an issue behind some of the apartments. We've also had issues with extra "guests" staying over for months at nearby apartments. Over the years management seems less and less responsive to handling complaints about such issues. Bottom line- Charter Oaks can be nice if you have the right neighbors and parking situation near your place. Like all apartments, you cannot control who your neighbors are, but I expect the management to take complaints more seriously.
Right in the middle of thousand oaks you can't have a better neighborhood. Aside from the convenience of walking to the nearby malls (yes plural) movie theaters, restaurants and grocery stores the thing that makes it the best is the management here, I find myself hanging out when going to drop off my rent. There are several common areas, work out room, laundry, BBQs and all around charming landscaping. I'm glad to have found my home here.
The Charter Oaks Apartment complex is tucked away on a side street off Wilbur Rd in a beautiful area of Thousand Oaks. The location is in close proximity to open space without being too far off the beaten track. Studded with many gorgeous trees, the property is beautifully landscaped. It's a short walk to the Oaks Mall. Hiking trails and The Conejo Botanical Gardens are nearby. Our 2 bed/1 bath unit has large floor to ceiling windows that let in lots of natural light. We enjoy beautiful views of Fireworks hill. The overall layout of our apartment is okay but closet space is really limited. The master bedroom is large enough to accommodate a king sized bed, but not much more than that. I do like that the apartment features gas heat and a gas stove. However, the walls in our unit are really thin!!! Neighbors can easily be heard talking through the walls and their sound systems vibrate vociferously throughout our apartment. Sometimes having a “quiet living space” can be difficult to achieve at Charter Oaks. During our 10 years renting at Charter Oaks, I’ve found the Management to be helpful, friendly and responsive. Maintenance issues are usually resolved quickly. The landscaping maintenance crews are the best! They work hard to keep the common areas immaculate and they plant seasonal flowers year round for our community to enjoy. However, Charter Oaks is changing: in addition to the expensive rental renewal increases, management has begun invoicing tenants monthly for all of the utility expenses. The parking lots are louder than they used to be with more people in their cars socializing/listening to loud music. Sometimes these people are Charter Oaks residents, but others are definitely not connected to our community. Individuals that don’t appear to be residents are frequenting the property; it's difficult to tell who actually lives in some of the units. And there is a proposal pending at City Hall to build a 3-story, 146-unit (157 bed) assisted living facility directly behind our apartment complex. If this project is approved, there could be significant impacts to our community including the loss of open space on Fireworks hill. Charter Oaks rentals are expensive but the property is lovely and management is responsive to its tenants. It can be a great spot to call home in our beautiful city of Thousand Oaks.
My family and I have lived here for about 11 years and it is fun. It is very rare that we have any problems. The people here are very nice and everyone is clean.
