On-Site Manager Non-Responsive

Only fair you get the details prior to moving in. Fairly good-sized living room. Small bedrooms. Kitchen has ample enough counter and cupboard space. Bathroom is small, shower is narrow and small. Covered parking. Although, the walk-through security gate often does not close completely. I wish I would've known that I would be able to hear every stomping footstep from the upstairs tenants, who seemingly pace back and forth constantly, from 4:00am-4:00am, waking me up in the middle of the night. I'm sure they're just walking normally, but it's SO loud. This should be divulged at initial showing apartment. Some people need rest. Oh, wait! All people need rest...except, apparently, the tenants upstairs. Expect to be frustrated with the delay in, or sometimes lack of, response to texts or phone calls requesting anything from the on-site manager. Sluggish at best. Sometimes no reply. So, you'll have to call again. You'll have to be on top of any communication...like it's Your job. I mean, come on...does the property management company not compensate the on-site manager in some way? Is this not their job? If you call the property management company they will advise you to go through the on-site manager. On-site washer/dryer -one set per floor, but they don't really clean well, which is gross. You have the option of putting in more quarters for the washer to wash better. Basically, it'll cost you $2/load to wash and $1 to dry. No insulation, windows let in everything, so electricity's probably higher than it should be, which might not be so bad if my rent hadn't been raised over $100/mo recently.
