It's a nice building, pretty art deco design, solid masonry construction and good location- all the right ingredients for a really nice place to live let fall to the wayside to what was far below low income project status in the 1980's-1990's to brand new "super management" and a "total renovation" that began with fervor but lost its steam somewhere along the way.
New management gutted many of the apartments, cleaned up the outside gardens, brushed up the brickwork facade.. put a lot of work into the external renovation only to stop somewhere along the way leaving the state of the building hanging in the balance.
Half the apartments are lovely the other half you wouldn't find in the worst part of West or North Philly. The hallways, the foyer, the laundry room and other common areas are dirty, old- lacking any sort of taste or standards established in the past thirty years. The carpets are old, stained and moldy.
Every spring through fall there are a team of a dozen masons hanging off the building outside of your window every other week to fix superficial brickwork (not to mention invade your privacy) and in the winter there isn't enough heat to adequately heat your apartment.
This management team really knows a thing or two about cutting the wrong corners.
With the superficial renovation the apartments "show well" but between the plumbing issues (broken pipes, fixing pipes every week, turning the water off without notice, followed by rusty dirty water coming out of the faucet for days) the heat (which often doesn't go on even when the temperature outside reaches 30 degrees,) poor appliances that break down or don't work at all , and improperly installed basic features like window and door locks that fall off and the insistent use of forty year old elevators that do not respond to calls or get stuck between floors- this place just isn't all its cracked up to be.
The same size apartment with all the same amenities in this area runs for $300 less. I will be going with one of those this year.
